SUBJECT: METCAD Web Site redesign

Thank you for allowing us the opportunity to submit some recommendations for a new METCAD web site. The following is a summation of our discussion held Monday, January 17 concerning the new web site design.

BACKGROUND: Founded in 1979, METCAD is a consolidated dispatch center for all emergencies, or 9-1-1 calls, in Champaign county. METCAD’s twenty-nine staff members are responsible for making sure that the police, fire department, ambulance, or any other rescue service responds immediately to the locations where they are needed. Although the current METCAD web site is able to convey safety and useful information about METCAD, it is felt that the site needs to be updated. While, at the same time, redesigned to accommodate any future web technologies that appear on METCAD’s "wish list."

TARGET AUDIENCE: Although it is felt that the current audiences are high school and college students, the new design should appeal to everyone. The mission statement of METCAD is "Public Safety Through Quality Service." This service applies to all that need the valuable safety information that the METCAD site contains.

CHARACTER OF THE NEW WEB SITE: The new WEB DESIGN I should be warm, friendly, professional, sensitive, strong, dependable, open, and trustworthy. It should instill a sense of a competent agency that will know how to handle any emergency. Anyone visiting the site should leave with a greater understanding of what METCAD is, when and when not to dial 9-1-1, and have a greater knowledge of the dedicated dispatchers at METCAD.

APPLICATION: The new web design will be optimized for at 800 x 600 resolution monitor. The site will be accessible to anyone, young or old, so it must have the functionality to be user friendly to any standard or non-standard browser. It will include all text contained within the original web site. Although all of the information must appear in the new design, we are allowed to reorganize it into a more easily read format. The design should be flexible in order for any future changes to be accommodated. The METCAD logo will also be incorporated into the site. The new design should also serve users with non-standard or text only browsers. And finally, care should be taken to keep download times to a minimum.
